Law enforcement is the key to reducing fatalities

A road accident occurs almost every minute in India. With over 1.5 lakh deaths recorded last year, India is the most unsafe country across the globe for road users, way ahead of China (around 63,000 deaths) and the US (about 37,000), according to World Road Statistics-2018 released by the Geneva-based International Road Federation (IRF). This not-for-profit organization has urged the Chief Ministers of Punjab and Haryana to join hands with it to curb accident fatalities. Both states are not among the table toppers in terms of road deaths. In 2018, the top three were Uttar Pradesh (22,256), Maharashtra (13,261) and Tamil Nadu (12,216), according to the annual report of the Union Ministry of Road Transport and Highways.

Speeding accounts for about 65 percent of the road deaths countrywide, underscoring the impunity with which traffic rules are violated. The Motor Vehicles (Amendment) Act, 2019, has the provision for remedial/refresher courses for drivers, but it’s the enforcement that leaves a lot to be desired. Playing the populist card, several states have withheld the implementation of this legislation or slashed hefty fines for traffic violations.

National Safety Week was earlier known as  National Safety Day. National safety day is celebrated on 4th march because on this day National Safety Council (NSC) of India was established. NSC is an apex non-profit making, tripartite body  (involving 3 divisions), registered under the Societies Registration Act  1860 and the Bombay Public Trust Act 1950. It has been set up to educate and influence society to adopt appropriate policies, practices, and procedures for preventing and reducing human suffering and economic loss arising from all types of accidents.

With utmost grief, I have been sharing my experience with my friends and well-wishers, that our neighbor recently caught in the fire of gas leakage of the domestic stove and now under treatment with major burns in ICU in a corporate hospital but this is what happens when you don't know fire safety. This incidence has pushed me to a sense of frustration and animosity on the events happening on the domestic front.

In spite of so much awareness campaigning going on regarding fire accidents, it's very unfortunate that they have been repeating time and again. Most fires can be prevented with common sense and simple fire safety techniques.

In the event of a gas leak or suspected leak
Stop the gas flow at the container
- For tanks, turn off the Tank Emergency Shut off valves (there will be two of these for tanks with liquid off takes, ie., where it is used for filling vehicles or cylinders);
- For propane cylinders, turn off the cylinder alive;
- For butane cylinders, turn off the regulator.
- Turn off all naked flames and eliminate all sources of ignition

BUT do not turn electrical switches on or off.
- If the leak is indoors, open all windows and doors, to disperse the gas.
- In the case of cylinders, disconnect the cylinder and move it outdoors to an open area.
- If the leak cannot be stopped or a significant leak has occurred, evacuate the premises.
- Contact your installer and contact 24-hour emergency service

In the event of a Fire
Contact the fire brigade (Dial 101) and inform them that an LPG container is on the premises.
Turn off the gas supply at the LPG container if it is safe and practical to do so.
Evacuate the building
Contact 24-hour emergency

In the case of Carbon Monoxide poisoning
The symptoms are drowsiness and headache, in extreme cases a tendency to stagger and nausea.
Remove the victim to fresh air immediately and obtain immediate medical assistance.
If breathing is inadequate, start mouth to mouth resuscitation.

Fatal falls in the Construction Industry Article by Dr.Yashoda Tammineni., HOD,HSE #NIFS

THE Facts on Falls

Injuries from falls are the most common cause of construction site fatalities. Some of the main causes of construction site falls are unprotected edges and openings, improper scaffolding construction or use and improper ladder use.

Fall protection is required for working at a height of six feet or more or anytime someone is working over dangerous equipment and machinery. For workers on scaffolds fall protection must be provided if working 10 feet or more above the lower level.

Fall Hazards

Improper scaffolding and ladder use are the other main contributors to falls at construction sites. Scaffolds must be designed by qualified personnel and a competent person is required to oversee scaffold construction.

Supported scaffolds must be able to support its own weight and four times the intended load including the weight of all workers, materials, and tools being placed on it. The ropes for suspended scaffolds must each be able to support the weight of the scaffold and six times the intended load.

The platforms must be properly planked and have a minimum width of at least 18 inches. When working on scaffolds 10 feet or higher as per OSHA fall protection should be provided for workers. Safe access to the scaffold must be provided along with proper training on scaffold use.

Improper ladder use is another common cause of falls at construction sites. Some of the reasons for ladder falls include incorrect ladder choice, failure to properly secure the ladder and attempting to carry tools and materials by hand while climbing.

When choosing a ladder, you should make sure that it’s in good condition and working properly. You also need to make sure that the ladder is long enough to be placed at a stable angle and be able to extend three feet above the work surface.

Tie the ladder to a secure point at the top and bottom to avoid it from sliding or falling. You should always maintain three points of contact when ascending or descending a ladder. Tools and materials should be carried up using a tool belt or a rope to pull things up once you’ve stopped climbing.

Fall Protection & Prevention

Guardrails are the only approved fall protection method that actually prevents falls from occurring. They are ideal for unprotected edges, scaffolding work and openings like uncovered skylights and elevator shafts. Guardrails must be between 39 and 45 inches in height from the surface. The top rail must be able to withstand a minimum of 200 pounds of force and the middle rail must withstand 150 pounds of force.

The other two acceptable means of fall protection are safety nets and personal fall arrest systems. Safety nets should be placed as close as reasonable to the work area and cannot exceed being placed more than 30 feet below the work area.

Border ropes on the safety net must have a minimum strength of 5,000 pounds and the net must be able to absorb a drop test using a 400-pound bag of sand. The nets must extend a minimum of eight feet out horizontally from the work surface. OSHA provides a formula on the horizontal distance a safety net must extend based on the vertical distance from the working level to the horizontal plane of the safety net.

A personal fall arrest system (PFAS) consists of three main components: anchorage, connecting device and a full-body harness. The anchorage and the D-rings or snap hooks and vertical lifelines or lanyards that make up the connecting device must each be able to support a minimum of 5,000 pounds.

Personal fall arrest systems should be inspected before each use to ensure everything is working properly and is free of damage. The lanyard or lifeline should be short enough to avoid the worker from making contact with the level below in the event of a fall. In order to achieve this, you need to take into account the length of the lanyard, length of dynamic elongation due to elastic stretch and the height of the worker.

Safety First

Jobsite safety should constantly be on the mind of each and every worker each and every day. Accidents happen but by implementing and enforcing proper safety protocols the number of occurrences can be greatly reduced and the damages caused can be drastically mitigated.

Site supervisors should assess the Jobsite before any work begins and identify all potential hazards and ensure that measures are in place to protect all workers from accidents. Workers should be notified of all potential hazards and warning signs should be posted around the construction site to notify workers of safety precautions they should be taking.

Ongoing safety training should be provided to all employees regardless of their years of experience. Making the Jobsite as safe as possible should be the top priority on any construction job.

We can’t prevent every accident from occurring, but by educating workers with proper safety training, providing personal protective equipment and strictly adhering to regulations and guidelines we can greatly reduce the number and severity of accidents.

The onslaught of smog effect on Delhi is there for SINCE 17 years. As winter advances the particulates including dust, smoke from industrial effluents, vehicular emissions, and other domestic sources like the burning of waste are causing heavy damage to the environment.

The entire city is enveloped by pollution layer all around with contribution from multiple sources within Delhi, nearby region and even from long distances.[1] Air pollution in Delhi is the result of anthropogenic and natural sources like road dust. Anthropogenic pollutants mainly like crop burning, waste burning and the ever-increasing number of vehicles in Delhi is causing a great concern regarding the concentration of Nitrous oxide levels. Air Quality Index (AQI) indicates the environment condition. 1-50 consider to be good, 51-100 satisfactory, 101-200 moderate, 201-300 poor, 301-400 very poor, 401-500 severe, 500 and above emergency while the prescribed standard for PM10 and PM2.5 is 100 and 60 ug/m3 respectively 


The satellite images of NASA’s fire mapper revealed that the cases of paddy burning in Punjab, Haryana and Uttar Pradesh increased after Diwali (October 30). It led to severe smog in the national capital.[2] Levels of PM10, PM2.5, and NO2 are statistically higher (at most locations) in winter months than in summer months by about 25-30 percent. In general air pollution levels in ambient air is uniform across the city suggesting the entire city is stressed under high pollution.[3] During Diwali days, PM levels nearly double from the average level and organic content of PM increases more than twice. It is noteworthy that levels of potassium and barium, the main components of firecrackers can Increase by about ten times.

Safety in Material Handling at Construction site Article by Dr.Yashoda Tammaneni , HOD, HSE




During construction, large numbers of material handling equipment like cranes, chain pulley blocks, hoists, lifts, and other lifting accessories are used for transferring/lifting of different construction materials, heavy structures, etc.

Various types of hazards such as crush injury due to fall of material, caught in-between moving part of the crane, the collapse of crane, overturning of the crane are associated with this material handling equipment that may cause loss of life and property.

To prevent the hazards associated with material handling, the following important measures need to be taken

(a)  No lifting machine, chain, rope or lifting tackle should be taken into use for the first time unless it has been tested and examined by a competent person and a certificate of such a test and examination specifying the safe working load and signed by the person making the test and the examination is kept available for inspection.

(b)  Cranes should be operated only by authorized persons who are well trained and experienced.

(c)  Regular inspection and maintenance of material handling equipment should be scheduled and carried out. Load testing of the crane at a specified load should be carried out by a Competent Person at least once in twelve months.

(d)  Standard signals given by an authorized signalman should be used so that the operator and user are able to synchronize their communication.

(e)  Care should be taken to prevent an accidental approach to live electric overhead lines.

(f)  The load to be lifted should not exceed the Safe Working Load (SWL).

(g) The load to be lifted should be secured tightly to prevent falling during lifting.

(h) Material handling operations should be carried out under supervision. The lift area should be cordoned off during the lifting operation. No one should be under/close to any working crane or suspended load.

AGRICULTURE SAFETY Article by PJ Mohan ., Sr.Faculty




Agriculture involves plough agriculture involves ploughing, sowing, weeding, transplanting, harvesting, cultivation, forestry, plantation, fisheries, and others as principal agricultural operations. Extensive use of machinery, tools along with different types of agrochemicals has increased the accidents rates among the agricultural workforce who are mostly migrants. The environment conditions (like the extreme heat and cold, water, land and air pollution, snakes and insect bites) to which the farmers get exposed while carrying the activities aggravates the occupational diseases.  The agriculture sector in India is mostly unorganized which means most of the accidents and hazards continue to get unnoticed. A detailed activity-based risk assessment study of the following agriculture hazards will provide better safety controls.

CHEMICAL HAZARDS: Proper handing, storing, mixing, Spraying and disposal of used containers of agrochemicals plays a vital role in reducing chemical contaminations and help in averting most of the health issues that arise from coming in contact with chemicals while spraying.

2.MECHANICAL HAZARDS: Improper use of Tractors, harvesters, chemical applicators, planting and cultivating machines will cause traumatic injuries which can be fatal. Power take-offs, drive shaft entanglements, contact injuries with rotating parts and sharp edges, crushing injuries will result in severe injuries.

3.ERGONOMIC HAZARDS: Agriculture activities require repetitive, forceful or prolonged exertion of the hands resulting in musculoskeletal injuries.

4. BIOLOGICAL HAZARDS: Chances of Zoonotic diseases getting transmitted are high due to close contact with animals, these can cause a variety of health effects. Snake bites, insect bites etc are sometimes fatal.

5.PSYCHOSOCIAL HAZARDS: Addiction to tobacco, alcohol, smoking for overcoming stress

Some of the important risk controls required are:

1)Workers who operate machinery should be well versed with all the safety aspects of operating the machinery, the owner of the land should ensure that workers receive proper training and ensure that machinery should be serviced and at regular intervals

2) Falling object preventive structures and Rollover protection system should be made as compulsory installation on equipment to protect from sudden debris falling and sudden toppling.

3) All moving and rotating parts for any equipment or tools should have guard and shield protection to avoid entanglements, injuries and accidents.

4) All personal precautions like wearing proper PPE’s, wearing gumboots/shoes, avoiding loose clothing while working near machinery to be ensured to avoid injuries

 5) A proper system of usage of agrochemicals and disposal of containers should be standardized. Restriction on the use of tobacco products and de-addiction programmes to be taken up.

Maulana Sayyid Abul Kalam Ghulam Muhiyuddin Ahmed bin Khairuddin Al-Hussaini Azad About this soundpronunciation  (11 November 1888 – 22 February 1958) was an Indian scholar, independence activist, and a senior leader of the Indian National Congress during the Indian independence movement. Following India's independence, he became the First Minister of Education in the Indian government Minister of Human Resource Development (until 25 September 1958, Ministry of Education) . He is commonly remembered as Maulana Azad; the word Maulana is an honorific meaning 'Our Master' and he had adopted Azad (Free) as his pen name. His contribution to establishing the education foundation in India is recognized by celebrating his birthday as "National Education Day" across India

As a young man, Azad composed poetry in Urdu, as well as treatises on religion and philosophy. He rose to prominence through his work as a journalist, publishing works critical of the British Raj and espousing the causes of Indian nationalism. Azad became the leader of the Khilafat Movement, during which he came into close contact with the Indian leader Mahatma Gandhi. Azad became an enthusiastic supporter of Gandhi's ideas of non-violent civil disobedience, and worked to organise the non-co-operation movement in protest of the 1919 Rowlatt Acts. Azad committed himself to Gandhi's ideals, including promoting Swadeshi (indigenous) products and the cause of Swaraj (Self-rule) for India. In 1923, at an age of 35, he became the youngest person to serve as the President of the Indian National Congress.
In October 1920, Maulana Abul Kalam Azad was elected as a member of foundation committee to establish Jamia Millia Islamia at Aligarh in U. P. without taking help from British colonial government. He assisted in shifting the campus of the university from Aligarh to New Delhi in 1934. The main gate (Gate No. 7) to the main campus of the university is named after him.
Azad was one of the main organizers of the Dharasana Satyagraha in 1931, and emerged as one of the most important national leaders of the time, prominently leading the causes of Hindu-Muslim unity as well as espousing secularism and socialism. He served as Congress president from 1940 to 1945, during which the Quit India rebellion was launched. Azad was imprisoned, together with the entire Congress leadership.
Amidst communal turmoil following the partition of India, he worked for religious harmony. As India's Education Minister, Azad oversaw the establishment of a national education system with free primary education and modern institutions of higher education. He is also credited with the establishment of the Indian Institutes of Technology and the foundation of the University Grants Commission, an important institution to supervise and advance higher education throughout the country.
National Education Day (India) an annual observance in India to commemorate the birth anniversary of Maulana Abul Kalam Azad, the first education minister of independent India, who served from 15 August 1947 until 2 February 1958. National Education Day of India is celebrated on 11 November every year in India. He also worked for Hindu-Muslim unity through the Al-Hilal newspaper.[3]

Pollution Maintains Chokehold on Delhi-NCR as Air Quality Breaches Index in Some Areas; Angela Merkel Weighs In

The worst air quality in Delhi-NCR was recorded in Karol Bagh at 633, followed by Ghaziabad at 571. Overall, Delhi recorded an AQI of 435. by NEWS18.COM



New Delhi: Pollution levels in the national capital dropped marginally on Monday morning due to a slight increase in wind speed, but the air quality remained in the 'severe' category.

At 4.38 am, Delhi's air quality index (AQI) was recorded at 438. The AQI at Alipur, Narela and Bawana were registered at 493, 486 and 472 respectively.

On Sunday, the national capital's average AQI stood at 494, the highest since November 6, 2016 when it was 497. An AQI between 0-50 is considered 'good', 51-100 'satisfactory', 101-200 'moderate', 201-300 'poor', 301-400 'very poor' and 401-500 'severe'. Above 500 falls in the 'severe plus' category.

In the National Capital Region (NCR), Noida (452), Ghaziabad (474) and Greater Noida (454), Gurgaon (396), Faridabad (426) were breathing extremely polluted air. On Sunday, 21 of the 37 air quality monitoring stations recorded AQI between 490 and 500 with air quality sensors at Aya Nagar, Ashok Vihar, Anand Vihar and Aurobindo Marg peaking out at 7 pm.

The Delhi government had on Friday directed closure of schools till November 5 and banned construction activities after the Supreme Court-mandated Environment Pollution (Prevention and Control) Authority declared a public health emergency as air quality plummeted.
