40 DUTIES OF A SAFETY OFFICER YOU MUST KNOW


The Duties of a Safety Officer varies depending on the company, organization, the sector, etc.

This article will list to you some of the major Duties of a Safety Officer you may come in contact with while working as a Safety Officer in any organization or when attending an interview for the post of a Safety Officer.

  1. The Safety An officer is responsible for monitoring and assessing hazardous and unsafe situations.
  2. Developing measures to assure personnel safety.
  3. Correct unsafe acts or conditions through the regular line of authority.
  4. May exercise emergency authority to prevent or stop unsafe acts when immediate action is required.
  5. The Safety Officer maintains awareness of active and developing situations.
  6. Ensures there are safety messages in each Incident Action Plan.
  7. Participate in planning meetings to identify any health and safety concerns inherent in the operations daily work-plan.
  8. Review the Incident Action Plan for safety implications.

  13. An HSE Officer is part of the project safety council and leads all efforts to enhance safety.
  14. The safety officer reviews and approves all subcontractors safety plans.
  15. Verifies that injury logs and reports are completed and submitted to related government agencies.
  16. Verifies that all tools and equipment are adequate and safe for use.
  17. Promotes safe practices at the job site.
  18. Enforces safety guidelines.
  19. Trains and carries out drills and exercises on how to manage emergency situations.
  20. Conducts investigations of all accidents and near-misses.
  21. Reports to concerned authorities as requested or mandated by regulations.
  22. Conducts job hazard analysis.
  23. Establishes safety standards and policies as needed.
  24. Watches out for the safety of all workers and works to protect them from entering hazardous situations.
  25. Responds to employees’ safety concerns.
  26. Coordinates registration and removal of hazardous waste.
  27. Serves as the link between state and local agencies and contractors.
  28. Receives reports from and responds to orders issued by Department of Labor.
  29. Arranges for OSHA mandated testing and/or evaluations of the workplace by external agencies/consultants.

#NIFS - Safety is still a slogan in many Industries Article By Dr. Yashoda Tammineni, HOD, HSE Dept.

The accidents have become a common call since ages in all the industries. The outbreak of industrial fire or other accidents has become a common phenomenon to the civilians in spite of so much counseling and practical oriented training.

In fact, Safety slogans provide powerful messages and reminders to provide a creative approach for informing others about safety rules, tips, and procedures in a way that is easy to recognize and remember but it still holds true that the industries are only exhibiting safety posters and safety slogans but they are not taking real care of safety measures. It is greatly needed to assess any safety issues and unsafe habits, and determine potential hazards. Think about what can be done to correct those dangers and take the necessary safety and prevention measures.



If we consider HPCL, Visakhapatnam as a case study in 1997 major accident broke which had taken about 60 lives. After this major disaster, the corporate company announced several precautionary measures to control the fire accidents but there was a blast again in the cooling tower on August 24, 2013, and another explosion on 29 July 2017 in HPCL. These incidences that are occurring time and again are causing anxiety, insecurity, and displeasure among the public in general and employees of the organization in particular. Several incidences in other districts like fire accident at Hetro drugs, Nakkapalli unit and in Heritage Company and the recent fire accident on the tug of Vizag port are all of deep concern and alarming.

These incidences are throwing a continuous challenge to the fire fitting units as well as the corporate administrations to prevent or to eradicate the human and property loss. The government, management and the technical experts related to the industries have to step into the actions to control these incidences. The suggestive measures are that the knowledge of fire fighting and control measures should be widely spread among the public as well as the workers at the workplace. Secondly, we need to import and innovate alternative methods to control these accidents.

Fire can be rare with proper care

The incidence of fires and explosions has increased in number over the years and authorities are still failing to implement policies and review to minimize the incidence rate. In spite of several incidences enumerated earlier, the rate of fire accidents is not coming down the nationwide. The incidence of a fire breaking at ONGC is not fresh news. There were several incidences earlier recorded in their operations in drilling activities and some in the treatment plants themselves. Of late the latest fire broken at Uran ONGC plant has taken about 5 lives causing heavy damage to the plant.

It’s reminded time again the preventive measures that are to be taken care of these fire accidents have to be strictly implemented and a thorough assessment has to be reviewed to minimize the incidence rate. Most of the fire accidents reveal the disguising status of implementation of fire safety and drives attention amongst the public.

I'm fortunate working with the National Institute of Fire and Safety Management (NIFS) as a Safety Educationalist and would like to provide some insight into the nature of behavioral safety that focuses on people’s behavior as the cause of most of the injuries and accidents. This should remind us how important behavioral safety is and how it helps in recognizing our personal responsibilities and supports a progressive improvement in all aspects of safety.

There are a lot of accidents that could actually be prevented if people were just doing the things they are supposed to do. According to the recent analysis, most of the accidents reported are fire and industrial accidents, construction accidents and road accidents, etc...

Approximately, 25,000 persons die in fires and fire-related causes every year in India. A fire can occur at any time at any place. Human error is a major cause of fires either their actions, which may be accidental or their failure in taking appropriate precautions such as for example, the regular inspection, maintenance and repair of faulty equipment. The major causes of these accidents are exploding of gas cylinders, faulty electrical wiring, and electrical short circuits. With the right caution and knowledge in fire safety, many of these accidents could have been avoided.

Due to rapid industrialization with ever-increasing mechanization, electrification, chemicalization and sophistication, industrial jobs have become more and more complex and complicated. This has led to increased accidents and injuries in the industries. Unsafe behaviors alone account for more than 90 percent of accidents. When the contribution of human factors to incidents is considered, it is usually claimed that 70-80% of incidents are caused by “human error” and these were suggested to be prevented by implementing behavioral safety that aims to improve safety by changing the behavior of the individual.

The construction industry is a highly accident-prone industry where accidents are likely to occur. They are mainly caused due to worker’s negligence, failure to obey safe procedures, work at high elevation, poor site management, failure to use personal protective equipment while at work, lack of adequate knowledge and poor attitude towards safety. Control of construction accidents has now become essential by means of introducing the unsafe behaviors of workers and changing the worker's attitudes towards ensuring behavior through training programs.

More than 1.3 lakh people die on Indian roads and the majority of traffic accidents are caused by reckless driving, driver’s disregard for traffic rules, drunken driving, over speeding, failing to use seatbelts and driving without a helmet that is significantly increasing the number of road accidents in India. We can save lives and prevent injuries by changing the mindset of riders, drivers and road users making them realize their responsibilities that can certainly bring about a change in their behaviors.

Chemicals if not managed properly will lead to accidents. These accidents trigger to fire, explosions and toxic gases are released into the atmosphere. Chemical hazards should be well understood in terms of stability, reactivity, and incompatibility during transportation, handling and storage. The chemical and physical interaction hazards and risks should be clearly understood, documented, solutions to be implemented and carefully monitored. Unintended and uncontrolled reactions will lead to runaway reactions sharply raising the temperatures and if this happens in closed reactors or vessels will lead to dangerous pressure increase leading to rupture and release of toxic fumes.
